ASTS Incorporated (ASTS) provides program management services, engineering, architectural and environmental support services for the U.S. Army Space & Missile Defense Command (SMDC) under a world-wide, multi-year contract, with significant work currently at Fort Greely, Alaska in addition to other locations in the Pacific.
Under this contract, ASTS has completed a massive reconstruction of all three runways at Allen Army Airfield at Fort Greely, including an upgrade of the primary runway to C5A and B747 standards to handle planned traffic in support of missile defense operations. In addition to taxiway, road, and apron improvements, navigation and lighting improvements have been successfully completed. Proceeding under a very tight timeframe, the first runway was completed ahead of schedule, with congratulations and compliments from the military for a job well done.
ASTS is currently engaged in design and construction management on a variety of projects with a construction value of over $30 million in continuing support to SMDC under this contract. The ongoing program consists of over 50 projects ranging from major roadwork, to utility infrastructure improvements, to building renovations and new facility design and construction. An entire base facility is being refurbished and rehabilitated. ASTS provides a multi-discipline team including construction administrators, planners, civil, geotechnical, architectural, mechanical, electrical, structural engineers, and cost estimators. Examples of some of these projects include:
Visitor Control Facility - Project consists of a new 2000 sq ft building used to screen visitors and perform pass and ID functions.
Vehicle Inspection Facility - Project consists of a new 3500 sq ft building used to inspect vehicles at the base entrance.
Warm Storage/Vehicle Maintenance Facility - This project consists of a 5000 sq ft facility used to store and maintain security force vehicles.
Fire Training Facility - Project consists of a 3000 sq ft, live fire training facility used by the base to perform annual training.
Incinerator Facility - This project consisted of designing and constructing a 4 ton per day waste incinerator and associated 3600 sq ft building.
Headquarters Renovation & ATFP Upgrade, Community Activity Center, Post Office Renovation - Project consist of major renovations to the structural, HVAC, electrical systems, interior and exterior finishes.
Road Realignments and Upgrade - Project consists of realigning one mile of paved roads to bring them into compliance with ATFP and Federal DOT standards.
Utility Upgrade Project - Project consists of upgrading/maintaining 6,000 ft of utilidor containing water, sewer, steam, and condensate utilities, and adding lined treatment cells to the sewage lagoons. Multiple Power plant projects consist of fuel preheat, exhaust, and lube oil upgrades.
ASTS is supporting efforts of the SDMC and the US Army Garrison at Ft Greely to maintain an active program of environmental compliance and to restore portions of the base to a baseline environmental condition. We assist garrison personnel in performing the following tasks as part of the base environmental compliance program:
- Collect, manifest and coordinate disposal of ongoing waste streams
- Characterize and clean up hazardous material spills
- Survey base facilities for lead based paint and asbestos containing meterials
- Perform indoor air testing for radon gas
- Coordinate ongoing environmental training for garrison personnel
- Assist in compliance with air quality, water quality and water rights permits maintained by the garrison

Assist in developing a method of screening sites scheduled for new construction in an effort to prevent onsite personnel from encountering soil and water previously impacted by petroleum hydrocarbons and other hazardous materials
- Assist in identifying the source(s) of the contaminants observed in groundwater, defining the characteristics of the source aresa and establishing appropriate remedial action while working to close those sited that do not apperar to be contributing to subsurfact migration of contaminants
